Yes, but two things
1. You underestimate the idiocy of American Scientists. XD
2. It's much more fun to imagine the zombie apocalypse than look at the topic rationally.

Since this is being applied with a shot to wake the person up or put them into "zombie mode", there must be some biological aspect to the vaccine.
Things have a great potential to go wrong here through either mutation or carelessness.

That's actually pretty cool. They may be able to save many soldiers' lives with this new technique. Keep them alive so they can return to their families.
