It's mainly because the manga itself is posted in a magazine as a 4 panal strip about anything and everything. It can be about exact change when paying for something, or it can be something related to the vague story line. The hard part of it, is recognising if a strip is carrying on from a different one or not. If you read the book with the ass-umption that each 4 paneled comic carries on from the last, you are going to be very confused indeed. The anime focuses mainly on the storyline and character, sometimes cutting to a little irelevent scene.
