What do you define as abuse? If you referencing to the troll that got arrested and are saying he deserves to lose his free speech then I disagree to the maximum that a person can disagree. I don't mean to offend, but I think its a thought process like this that will eventually lead to the collapse of free speech in the long run because people being offended by someone else's free speech would cry out that they have abused it and will have them jailed for what was supposed to be a God given right according to the U.S. constitution. Offensive speech is a perspective that can be twisted around by popular opinion of the day to silence dissent and other people's ideas. Just look at the example of people who challenge man made global warming and now certain government and lobbyists are trying to pass laws to silence their voices. For those that believe in man global warming they feel abused by their opponents speech and now seek to destroy free speech for those who challenge them. That is tyranny. It starts with offensive stupid trolls being punished but then it will ultimately spiral out of control. It already has, look around for the examples. They are everywhere.

I'll just say that people who use their free speech as an excuse so they can cause emotion or sometimes even physical harm to another don't deserve it. Abuse of free speech to cause disruption in people's way of life, either for a cause or an annoyance, should be silenced depending on the situation. That is the problem countries have with free speech. They treat it like a 'get out of jail free card'.
However, if you are going to cause a hooha about it, then action must be taken.

It is a confusing topic to dive into. Not one to be taken lightly or one sided. Common sense should be used here, not just a one sided law, because people can always skit around to the other side.

If you do it right, you aren't. I used to troll all the time, and I never even used a single swear word. I used proper grammar and punctuation at all times. In the end, it was their own incompetence that brought them down.
