I'm putting this in before the new update. That blurred photo looks more like Kale's adoptive father than a canid. Personally, I think the senator looks like Max. I don't think we really know what he does for a living...of course, it's been a while since I went through the archives.

Max has orange fur though, not black.

In the blurred picture, one of them is clearly human and it's next to a bubble that says, "Find the Politician", and i would assume that he's related, being a senator and all. Somehow or for some reason he became a fur? I dont know, just speculating
